| About State Purchasing | | | State Purchasing became a part of the Department of Administrative Services in 1972 and since then we have served as the centralized procurement function for state of Georgia government entities. Providing leadership, guidance, and reliable valued business services to our customers and Georgia citizens, it is our ultimate goal to be the best managed purchasing organization in the nation.
In 2005, State Purchasing became actively engaged in the Governor Sonny Perdue’s Commission for a New Georgia, which is an initiative focused on the complete overhaul of procurement methodologies and best practices across the state. Over the past few years we have, and continue to make strides in realizing procurement excellence goals set by the Governor. We are proud of our top-notch, highly skilled staff, who consistently delivers quality service to our customers and our leadership, who remain passionately focused on making the State the best it can be. And, we are excited about Team Georgia Marketplace, the state’s new electronic procurement system, which has enhanced our ability to deliver transactional efficiencies and low-cost processes that unite purchasing power across the state. Ultimately, quality service and reduced cost are major contributors in our quest to be the model of operational efficiency and effectiveness.
State Purchasing’s organizational structure is designed to provide our customers with quick and direct access to the appropriate individual or team needed for assistance. Under the direction of the Assistant Commissioner of Procurement, Tim Gibney, there are three service teams:

TIM GIBNEY
Assistant Commissioner

Tim Gibney, C.P.M., serves as the Assistant Commissioner of DOAS’
State Purchasing Division. He brings over 20 years of public and private industry
procurement management and consulting experience. Prior to joining DOAS, he was
the Assistant Vice President for Procurement Services at the University of Notre
Dame. He has also served as the Associate Director of Procurement and Contracting
Services at the University of Arizona, and Assistant Director at the University
System of New Hampshire. Additionally, he served as Director of Plant and Property
Management at the State of New Hampshire.
Mr. Gibney earned a Bachelor of Science degree in Commerce with a minor in Psychology
from the University of Maryland and a Master of Business Administration from Long
Island, University.

TERRY DOUMKOS
Director
Strategic Sourcing

Terry Doumkos serves as the Director of Strategic Sourcing for
the State Purchasing Division and is a member of Department of Administrative
Services’ leadership team. Prior to joining DOAS, Mr. Doumkos served as a Strategic
Sourcing Program Manager while working at Microsoft Corporation. Before joining
Microsoft Corporation, Mr. Doumkos spent multiple years working in disciplines of
Strategic Sourcing, Supply Chain Management, Global Procurement, and Contract Administration
while working at Dell Computer, and Amgen Incorporated.
Mr. Doumkos earned of Bachelor of Arts degree with a concentration in Business Administration
from New England College and a Master of Business Administration in Operations and
Supply Chain Management from Golden Gate University. Mr. Doumkos is also a
Certified Six Sigma Black Belt. |

Clarence Ingram
Goods Group Category Manger
Strategic Sourcing/Goods

Clarence Ingram serves as a Goods Group Category Manager in the
Sourcing unit of State Purchasing. Prior to joining DOAS, he worked for Advanced
Micro Devices as a global sourcing manager. He brings 12 years of purchasing/strategic
sourcing experience to the job. Clarence earned a B.A. in English from Morehouse
College and a MBA in Management from Rochester Institute of Technology.

Jeffrey Rolsten
Group Category Manager
Strategic Sourcing/IT

Jeffrey Rolsten, C.P.M., CTPE, serves as a Group Category Manager in State Purchasing’s
Strategic Sourcing Division, where he leads a category team in IT Procurement. Prior
to joining DOAS, he worked for AT&T (formally BellSouth) as an Assistant Vice President
– Strategic Sourcing. He brings over 15 years of sourcing experience to the job.
Jeff earned a Bachelor of Science Degree in Business Administration from Youngstown
State University, and is a member of the Advisory Committee for Caucus, a High Tech
Procurement networking organization.

Darryl Mitchell
Group Category Manager
Strategic Sourcing/Infrastructure

Darryl Mitchell serves as a Category Manager in State Purchasing's
Strategic Sourcing Section, where he serves manages over the infrastructure category
cluster. Prior to joining DOAS, he worked for Alion Science and Technology Corporation
as a Senior Contract Administrator. He brings 16 years of contract management and
operations experience to the job. Darryl earned a Bachelor of Science Degree in
Accounting from Tuskegee University, and a Master of Business Administration Degree
from Georgia College and State University.

Debra Blount
Category Group Manager
Strategic Sourcing/Special Projects

Debra Blount is a Category Group Manager with the Strategic Sourcing
team. She manages the Special Projects Cluster that handles the most complex services
and projects. Debra began her career with the state of Georgia in 1999 and has served
in various leadership positions. She earned a Bachelor's Degree in Business Administration
from Georgia State University and has over 20 years of professional purchasing experience.

KELLY LOLL-JONES
Director
Knowledge Center

Kelly Loll-Jones serves as the Knowledge Center Director for State
Purchasing Division. She brings over 20 years of leadership experience in public
and private industry procurement, strategic sourcing, e-procurement, and process
re-engineering to the job. Prior to joining DOAS, she served as Senior Consultant
for CGI-AMS Inc. on several Procurement Transformations Initiatives throughout the
United States. Prior to that, she was the Purchasing Manager for Central Florida
Transit Authority (LYNX).
Mrs. Loll-Jones earned a Bachelor of Science degree in Business Management from
the University of Central Florida and has her C.P.M. |

GINA TIEDEMANN

Customer Advocacy

Gina Tiedemann, CPM, serves as the Director of Customer Advocacy
for the State Purchasing Division and is a member of DOAS’ leadership team. Prior
to joining DOAS, Ms. Tiedemann served as the Team Georgia Connection Director at
the Georgia Technology Authority (GTA). Prior to that, she was the GeorgiaNet
Division Director at GTA. Ms. Tiedemann has worked for the state of
Georgia in various leadership capacities since 1984.

Science from the University of Georgia. |

HUGH FARLEY
Customer and Supplier Relations Manager
Knowledge Center / Customer and Supplier Relations

Hugh M. Farley serves as the Customer and Supplier Relations Manager
of the State Purchasing Division. His primary responsibility is to serve as liaison
for the supplier community and state procurement customers. Mr. Farley facilitates
monthly seminars for suppliers desiring to conduct business with the state. He also
serves as the DOAS representative for the State Use Council and the Georgia Emergency
Management Agency.
Prior to joining DOAS, he worked for the Department of Corrections as Circuit Chief
of Probation. He brings over 16 years of procurement experience to the job. Hugh
earned a Bachelor of Science Degree in Business Management from Hampton University
and is a Certified Public Manager.

MIRNA BARKER
Chief Learning Officer

|
Dr. Mirna Barker is DOAS’ chief learning officer. She has extensive
experience in the design, development and implementation of training and certification
programs for internal and external clients. Her diverse background includes the
development of documentation and training programs in retail, banking, and healthcare.
She also has several years of experience implementing complex health-care IT systems
at large hospitals in the United States and abroad. Mirna holds a bachelor’s and
a master’s degree in computer science from Georgia Institute of Technology and a
doctorate in education from the University of Georgia.

DONNA FILE
Process Improvement Audit Manager

|
Donna File serves as the Process Improvement Audit Manager in the
State Purchasing Knowledge Center. Her primary responsibility is to manage the Process
Improvement Audit team in conducting procurement, purchasing card, and fuel card
compliance reviews in an effort to reduce risks for the state.
Prior to joining DOAS, Donna worked for the Department of Corrections as an Audit
Supervisor. In this capacity, she had 5 years of experience auditing procurement
and purchasing card activities, developing and implementing procurement training,
and developing purchasing card policy for the agency. Donna also brings 8 years
governmental and private sector managerial procurement experience to the job. Donna
is a member of the Institute of Internal Auditors professional organization.

KATHERINE BRIODY

Katherine Briody serves as a Strategic Support Manager in the State
Purchasing Knowledge Center, where she manages the Quality Assurance Program, Policies
& Procedures, and the Strategic Support Team. Prior to joining DOAS, Katherine worked
for A.T. Kearney as a Senior Consultant on the Procurement Transformation Initiative
launched by the Governor's Commission for a New Georgia. She brings over 12 years
experience of global procurement consulting in over 14 industries to the job.

KRISTINE SPLIETH
Procurement Applications Manager
Knowledge Center/ Procurement Applications

Kristine Splieth serves as a Procurement Applications Manager in
the Knowledge Center Unit of State Purchasing. She manages the state’s online procurement
tools and is also the Project Director for the Team Georgia Marketplace initiative
which provides the state procurement professionals, state vendors, and end users
an array of online self service and collaboration tools.
Kris has extensive experience in the implementation and development of IT applications
including complex financial and clinical software applications for healthcare enterprises.
Before joining DOAS, she worked for TDS Systems, Eclipsys Corporation and Philips
Healthcare where she focused on IT solutions for large Integrated Healthcare Delivery
systems. Kris has a Bachelor’s of Science degree in Nursing from the University
of Wisconsin.

PAUL KURTZ
State Cards Program Manager

Paul Kurtz serves as the State Cards Program Manager in the Knowledge
Center of the State Purchasing Division. Prior to joining DOAS, he worked for Chase
Paymentech as a National Account Executive. He brings over 16 years of bankcard
experience to the job. Paul is a Certified Purchasing Card Professional and earned
a Bachelor of Arts in Criminal Justice from the University of Georgia.
