Eligibility – Program Qualifications
  Georgia local government entities are eligible to participate in both state and federal surplus property programs. "Local government" includes, but is not limited to:

Political subdivision of the state, unit of local government or economic development district, or any department, agency, or instrumentality thereof;
Arrow
Volunteer fire departments and those not tax supported but recognized as an integral part of county/city safety programs (a viable fire-fighting organization).

Service Charges
  Surplus Property does not receive any state or federal appropriations to operate. It is entirely self-funded through service charges for material received. Service charges are determined based on the quality, quantity and Fair Market Value (FMV) of the property received.

Local governments may pay the service charges by:

Credit Card (Must be local government entity credit card)

Check (Must be local government entity check made payable to DOAS Surplus Property)

Property Restrictions
  Please remember that there are restrictions on the use and disposal of any state or federal surplus property received through the program. The restrictions vary on the category of property received. The basic requirements are that the property must be put into use within one year and used for a minimum of one year from the in use date. During this period, the property may not be cannibalized, traded, sold or disposed of without written authorization but the Surplus Division. Failure to comply with these restrictions may have result in criminal prosecution. Please contact the Surplus office for guidance prior to disposing of surplus assets.

Governing Legislation
  The laws that govern Surplus Property are set forth in the Official Code of Georgia Annotated (O.C.G.A.).

The law restricts DOAS personnel and their family members from participating in surplus public sales. There are no restrictions on other government (state or local) employees. Sales to the public are conducted through commercial internet service providers.
