Surplus Property for Veterans

Welcome to the Georgia Department of Administrative Services Surplus Property Program for veteran organizations. 


Through the Surplus Property Division, qualified veteran-owned small businesses (VOSB) and veteran service organizations (VSO) in Georgia can participate in the Federal Surplus Personal Property Donation Program. The program, which operates under the U.S. General Services Administration, provides access to low-cost personal property such as computers, furniture, appliances, vehicles, office equipment, heavy construction equipment, medical supplies and other property no longer needed by federal agencies.

DOAS Surplus Property provides guidance and support to help VOSBs and VSOs through the application process. All veteran-owned small businesses and service organizations in Georgia are encouraged to apply.  

Veteran-Owned Small Businesses (VOSB)  

​The Veterans Small Business Enhancement Act of 2018 allows qualified veteran-owned small businesses to acquire federal surplus property through their State Agency for Surplus Property (SASP). The DOAS Surplus Property Division is the designated SASP for the State of Georgia. For this program, veteran-owned small businesses (VOSB) and service-disabled veteran-owned small businesses (SDVOSB) are regarded equally and there is no distinction. 

Veteran-owned small businesses can save resources by acquiring reduced-cost surplus property to support their business operations.

  • Step 1
    The first step in the process for VOSBs is getting the business verified through the U.S. Department of Veterans Affairs Veteran First Verification Program
  • Step 2
    Once the business is verified, an
    application with DOAS Surplus Property can be submitted. 

Veteran Service Organizations (VSO)  

​Veteran Service Organizations, such as the American Legion, American Veterans (AMVETS), Veterans of Foreign Wars (VFW) and numerous others, may be qualified to receive surplus property to help sustain their organization.

The Formerly Owned Resources for Veterans to Express Thanks for Service Act of 2013 (FOR VETS Act of 2013) allows eligible veteran service organizations to participate in the Federal Surplus Property Program. 


The DOAS Surplus Property Division administers the program for chartered VSOs that operate in the State of Georgia.

  • Step 1
    Verify that your organization is an eligible veteran service organization
  • ​Step 2
    Complete an application with DOAS Surplus Property. Upon completion, Surplus Property staff will notify applicants of their eligibility and application status.
