Comprehensive Loss Control Program

Department of Administrative Services (DOAS), Risk Management Services (RMS) is working across State government to build a risk management awareness culture, taking a comprehensive and strategic approach to maintaining the safety of employees and the public first, and reducing risks, loss exposure, and program costs that ultimately impact agencies' budgets.

 

How does RMS achieve this? RMS has revamped a critical component of its Comprehensive Loss Control Program (CLCP), with the introduction of an automated CLCP evaluation dashboard designed to assist agencies and entities in developing and implementing plans of action to mitigate losses across the enterprise.

 

In addition to the enhanced evaluation tool, RMS is committed to enhancing risk management services and practices across the state, through partnerships, additional training, technical assistance, and other coordinated efforts that yield improved efficiencies and outcomes for our customers. If successful, the combined efforts have the potential to save dollars on premiums through incentives and other measures.


The Comprehensive Loss Control Program (CLCP) Self-Evaluation form and Your Agency's Claims dashboards, introduced at the 2021 Fiscal Management Conference (FMC), are designed to assist state entities in evaluating the current status of their loss control program and in automating claims submittals, respectively. 


  • The CLCP Self-Evaluation Survey is accessible via IRM, with the click of an icon. It automates the completion and submission of the CLCP Self-Evaluation tool and streamlines and reduces the time to collect and compile information. It replaces the spreadsheet version used in FY 2020. 

  • Launched an automated agency submittal claims dashboard – Your Agency's Claims – which creates a claim record in iVOS and assigns it to an insurance adjuster. The new system is intuitive and user-friendly, with icons that guide users through the claims process.  
  • Coordinated with the DOAS Workers' Compensation Program to return injured employees to work as quickly and safely as possible post-accident. 
  • Provided additional resources to support customers' transition to the automated tools and the Return to Work program. Resources include training videos, a loss control manual, instructional guides, and other tools created to educate staff on risk management and loss control efforts.

 

Risk Management Services annually processes over 12,500 claims and pays over $150 million in state funds a year for injured state workers, damaged vehicles, and property, and claims from individuals and groups seeking monetary damages from the state and its agencies. Indirect costs – including lost workplace productivity and additional administrative time in managing these events –​ are millions more.

 

The root causes of these events must be determined if we are to reduce these occurrences. Our systems – policies, procedures and practices that govern our operations – will be adjusted as necessary to identify,  evaluate, control, and anticipate risks and hazards that lead to losses.
