How to Dispose of Surplus State Vehicles
Surplus state vehicles may be redistributed or sold. The disposal process of vehicles begins with a state entity submitting a transaction request in AssetWorks. The DOAS Surplus Property Division will determine the disposal method that best meets the state’s needs.
- If the vehicle is classified as “salvage” by the Georgia Department of Revenue, let DOAS know. A salvage title is required prior to submitting your request to the Surplus Property Division. These vehicles cannot be operated legally on public roads in Georgia.
- Remove all state markings (decals and/or vehicle wraps) and the license plate. You may keep the plate for a future vehicle or destroy/discard it.
- The exact materials and information you will need to submit your transaction request may vary depending on the disposal method for the vehicle. These include:
- Original title and keys to the vehicle
- Vehicle description (make, model, year)
- Vehicle identification number (VIN)
- Mileage
- General condition (excellent, good, fair, or poor)
- Completed vehicle inspection form
- Addresses and contact information where the vehicle is physically located
- Quality photos of the vehicle
- Best inspection and removal dates and times
- You may be asked for more information such as the original acquisition cost, whether there is any damage, the type of engine, and other descriptive details.
- In AssetWorks, create a Surplus Request from the Surplus tab with the appropriate disposal method selected. Your selection of disposal method serves as a recommendation for the Surplus Division, which makes the final decision. (See the AssetWorks Guide Appendix C for more detailed user instructions.)
- Create new assets.
- Include the required information and documentation for your transaction request.
- Only enter one vehicle per transaction request.
- After you complete the transaction request, the Surplus Division will oversee the transfer, sale, or disposal of the vehicle.
- Release the vehicle, title, and keys to the new owner, and remove the vehicle from your inventory property records, referencing the transaction number as authorization.
- The DOAS Office of Fleet Management (OFM) will move or remove the asset record in the fleet management system when a vehicle is transferred or sold.
