External Learners
For state and non-state employees/affiliates who do not have a worker account in the GA@WORK system
Who are External Learners?
- Learners who do not have a worker account inside of GA@WORK but are associated with certain Affiliations and need to take courses and/or trainings inside of GA@WORK are considered External Learners.
- Georgia Department of Transportation (GDOT) employees who had training history in the DOAS legacy LMS or those who need to use GA@WORK Learning will access the system as External Learners.
The External Learner Registration Application (ELRA) allows these individuals to create external learner accounts within GA@WORK.

External Learner Registration Application Details
The ELRA is designed for external learners who need access to GA@WORK Learning. Through this application, external learners can self-register, create their GA@WORK Learning account, and manage key functions such as logging in, updating their profile, or recovering their username and password. The ELRA serves as the primary entry point for external learners seeking to participate in training within GA@WORK Learning.
Creating vs. Activating a GA@WORK Learning Account with the ELRA
- Creating a GA@WORK Learning Account: External learners with no training history in the DOAS legacy learning management system (LMS), Team Georgia Learning, will not have any existing training data to migrate into GA@WORK Learning. Therefore, these new external learners will need to create a GA@WORK Learning account utilizing the “New User” button on the ELRA website. The link to the ELRA website will be made available starting August 1, 2026.
Activating a GA@WORK Learning Account: External learners with training history in the DOAS legacy LMS, Team Georgia Learning, will gain access to GA@WORK Learning on a staggered go-live schedule that begins after the GA@WORK go-live date of July 1, 2026. These existing external learners will receive an activation email from elra@doas.ga.gov between July 8, 2026, and August 12, 2026. This email will contain key instructions on how to successfully activate their GA@WORK Learning account using the ELRA. Existing external learners should not use the ELRA to create a new learner account.
