Small Businesses Eligible to Participate

To qualify for the federal surplus program, your small business must meet the following criteria:

  • Have been in operation for at least two years
  • Not have previously participated in the program
  • Be at least 51% owned and controlled by U.S. citizens who are socially and economically disadvantaged
    • Net worth of $850,000 or less
    • Adjusted gross income of $400,000 or less
    • Assets totaling $6.5 million or less
  • Demonstrate good character

[Note: Federal surplus eligibility for small businesses is part of a larger federal program, the 8(a) Business Development Program, which includes several other benefits, including training and technical assistance. The DOAS Surplus Property Division is not responsible for these other benefits, but we do encourage you to take advantage of them.]

We are here to assist eligible small businesses in Georgia with acquiring low-cost state and federal personal surplus property – such as furniture, electronics, medical supplies, and office and food service equipment – to meet your business needs.

Why You Should Consider Our Program

Acquiring a vehicle, office furniture, office furniture or other equipment through Surplus Property saves resources that can be used for operations or other expenses. All items are priced at a low fixed rate. Obtaining electronics such as laptops, cameras, and other equipment at a fixed rate can help keep your growing business afloat during challenging times. Reusing instead of buying new items maximizes your dollars and generates cost savings!

How to Qualify for Surplus Property

To receive surplus property, you must first enroll and maintain your eligibility. There are different requirements for state and federal programs, so be sure to look closely at what may apply to your organization. Applications are evaluated against each program's requirements separately, and you may be eligible for one or both programs, depending on the services your organization provides.

We encourage all eligible small businesses in Georgia to apply. Documentation is required, and we are here to provide guidance and support to help you through the free application process.

Steps to Getting Started

Step 1: Become certified as an 8(a) small business through the U.S. Small Business Administration (SBA).
Step 2: After your business is certified, complete an online application with the DOAS Surplus Property Program.
