Mandatory Statewide Contracts
Once a need has been determined, and the goods or services are not exempt from the State Purchasing Act, procurement professionals and other employees responsible for making purchases (e.g. Purchasing Card users), the Order of Precedence must be followed. Mandatory Statewide Contracts make up Tier I of the Order of Precedence.
When the goods or services are available on a Mandatory Statewide Contract, the purchase must be made from one of the Suppliers on that contract unless a Waiver from Statewide Contract has been requested and approved prior to the purchase. There is no limit, other than budgetary, on the dollar amount and an Entity's delegated purchasing authority does not apply.
For more information on Tier One of the Order of Precedence, refer to Section 1.3 of the Georgia Procurement Manual.
